How to change registry entires via script or other automated tool?

I'm interested in a tool that can help me:

1) Identify the operating system it is running on so registry entries can be
changed correctly.
2) Update settings on specific registry entries. I would like to:
a) Turn on automatic windows update.
b) Turn on the "Restricted Sites Zone", "Warn me when other applications
try to send mail as me" and the "Do not allow attachments to be saved or
opened that could potentially be a virus" options in Outlook Express.
c) Uncheck "Enable third party browser extensions" in Internet Explorer.
d) Insert a mail rule entry in the Outlook Express key, so it needs to be
able to find the identity of the Outlook user. I created a set of rules
with common SPAM terms that I'd like to be able to insert directly into the
registry.

Is there anything available to do this? I want to be able to share this
with work associates and friends, so it should be something that can be
distributed freely.
