how to change privilege for regular user

I would like to give permission to user group on my computer to be able to
load and unload device drivers on xp. I'm using group policy editor but I
don't knew the procedure to change (SeLoadDriverPrivilege). Any help?

Once you start gpedit.msc, navigate to:
Computer Configuration -> Windows Settings -> Security Settings
-> Local Policies -> User Rights.
There should be an item there labeled "Load and unload device drivers".
Simply double-click on that and modify the settings.
If "Add User or Group" is grayed out, you might be under a Domain
Policy that has precedence.

Any reason that one would need to do so? Are devices installed daily?

Just guessing here, but what about Thumb Drives? Every time I plug a
new make/model thumb drive that hasn't previously been plugged into my
computer, it goes through some kind of ritual of installing/setting up
some kind of driver.

Also printers? Moving a laptop from site to site may require setting
up new drivers?
