Change port of dhcp server

Can I change the port of dhcp service in windows 2003 server?
I tried modify c:\winnt\system32\drivers\etc\services to set values
40001/40002 for bootps, bootpc but it still works on port 67/68.
windows client uses port 40001/40002 and it retrievs IP address from
linux dhcp server which services via port 40001/40002.
This is necessary to work as a dhcp server for a private
network(physically public)but not to make any trouble with the existing
dhcp servers.

Any Idea or suggestion would be appreciated.
