after opening web directly from server, i get prompted for
user & pass, i enter those and continue. it loads the web
from the server just fine. then i want to change
permissions, so i go to TOOLS > SECURITY > PERMISSIONS,
After clicking on permissions i am again prompted for user
& pass, but after entering them the prompt returns again
as if it did not accept the credentials??

I am able to browse/open/save whatever but i cant get to
permission.

The prompt box says -- This operation requires author
permission for www.mysite.org:80 (same as the first dialog
to open the web - which, as i said, works fine)

Your host needs to give you permission to set permissions. Normally you can only set permissions
after you have created and opened a subweb.

I thought of that, so i was going to create a subweb to
see if i could set permissions on it, but the same thing
occurs when i try to create a subweb (i get prompted again
for user & pass).

Then you host doesn't allow you to set unique permissions.
