Change Owner changes Inherited ACEs

Hello,

I'm having a problem when changing the owner on a folder through a program
like 'chown.exe' in win2k, or in windows 2003 server through the 'Other User'
option. It appears that all the 'Inherited' ACE entries in the DACL all
change to 'Not Inherited'. Does anyone know the reason for this, or possible
workarounds?

I'm actually changing the owner programmatically, and was trying to fix this
problem till I realized that native tools do the same thing. The DACL is
still not protected, so it should accept inherited ACEs, but the 'Allow
inheritable permissions' checkbox in windows is now uncheck.
