How to change from Outlook Express into Outlook?

Currently, I am using Outlook Express, and would like to change into Outlook
for emails. Does anyone have any suggestions on how to change it?
Within Outlook Express, I can retrieve 2 emails accounts for free, because I
have used Outlook Express to check my hotmail accounts more than 10 years. If
I change to Outlook, can I still keep retrieve my hotmail accounts for free?
As I know, Outlook Express can no longer retrieve new hotmail accounts for
free after xxx date, and Microsoft will charge new hotmail users.
Does anyone have any suggestions?

My free Hotmail account still works in Outlook 2007 without the Outlook
Connector.

Hotmail Plus is only $20 per year.
