Can't be done with Frontpage, assuming you want the same title on all pages....

There might be a plug-in around that adds the <title> tags to many pages at once,
but Frontpage doesn't have this capability as it is.

www.jimcoaddins.com might have something - this might be something to consider
for him to develop.

In my opinion, the title of a web page should be unique to the page its on,
therefore each page should be edited individually, and the page title
reflect the content of the page.

You want every page to have the same title? Sounds like a bad idea to me.

The page title is what appears in the address bar of your
browers. Unlike the others who have responded, I am going
to assume that your really don't want to change the
page "title" as you state but merely a header or some
such similar thing.

IF you had designed your pages with Include Pages, you
could go to that one Include Page, make the change and
that would be it. As it stands you will have to go to
each page and make the changes.
