change "look" of link bars

i need to change the look of the link bars.The themes available are not what
I have in mind. Can I design my own? how?

's Computer Specifications

Modify a theme (use blank or one that looks like you want) w/ your own images and styles
Format Theme Modify/Customize and save as a new theme name
