I have moved My Pictures from the C drive to another drive, but how can I
change the location path on the Start menue to point to the other drive

Did you move it or recreate it on another drive and delete the original?

Change it in both places:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders
