Change local admin/pass in W2k Pro/XP

Dear,

Someone has posted a resource kit tool ( I think) that
allowed the renamed of the local admin and/or change local
admin password.
I have found this article, but there's another tool I
believe. http://support.microsoft.com/default.aspx?scid=kb;
en-us;272530&Product=win2000

That only points to Windows 2000 nodes.

GPs cannot do the above and also, how can batch files be
assigned/distributed or excuted using a group policy?
