Hi,
While you can add support for German, such as keyboard input, the Windows
environment will remain in English. To have a German-based environment would
require purchasing that language edition and performing a clean installation
(conversion is not supported).
You may stumble across references to the MUI, which could actually resolve
this for you, but this tool is only available to corporations with large
volume licenses. It is not available to the consumer market.
