Change language in Outlook 2003

I've just configured a new users mailbox, and it's in French but actually
needs to be in English.
I have tried running the "C:\Program Files\Microsoft
Office\OFFICE11\Outlook.exe" /resetfoldernames , but it did not work.
We are running Exchange 2003 and Outlook 2003.
Please help?

Is that mailbox in Outlook (PST file) or on the Exchange Server?

The mailbox is on the exchange server. The strange thing is that I also
created another users profile on this device, and the Outlook for the second
user is fine.

I don't know if this should better be posted in an exchange group?
Who decides the language of the folders; Exchange or Outlook?
