Once upon a time I knew how to change the icons for the pointer, wait thingy,
recycle bin, etc. I know they're tied to the themes, but I seem to remember
finding a place where I could pick the icon I want. Can anyone point me in
the right direction?

Explore the Control Panel Applets:

Examples:

Display : Desktop : Customize Desktop : General : Change Icon...

Mouse : Pointers : Customize

Et cetera ...
