How to change ftp server directory security setting?

I have installed ftp server in my Windows Vista Ultimate
but IIS does not allow me to change the settings in the
Directory Security tab.

I want to change it so that the server only allows connections
from certain IP Addresses.

What do I need to do. FYI: I'm the administrator.

Are you logged in as "Administrator"? Is the Adminstrator username disabled?
Ive seen this problem on Win2003 servers before, had to be logged in as the
username Administrator

The Administrator account is disabled in Vista unless you are in Maintenance
Mode

Temporarily turn off UAC in control panel/user accounts. Then try changing
the permissions.

My UAC is disabled. Very annoying. I still cannot change any setting the
Directory Security tab of the ftp site properties, even if logged in as the
Administrator user.
