I am not aware of how to change the folder colors but you can change a
regular folder into an icon. System folders/desktop icons can be altered
through Display Properties > Desktop > Customize Desktop. Regular folders
can be changed by right clicking on them and choosing Properties >
Customize. You can download Icon Editors from the web and find or create a
colored folder icon to exchange with the existing Windows folders.

Sib Icon Editor is an ease package to learn and it's free. It has a utility
which collects all of the icons on your system and puts them one icon
library. The selection right from your computer is ample.
