How to change "Fast user switching" timeout and pre-logon-desktop picture?

I enabled on my WinXP+SP2 "Fast user switching".
This works fine.

However I did not found an option to setup the timeout interval after which the current user is
automatically logged out and the fast user switching logon screen is displayed.

Furthermore I did not found a solution on how to change the PRE (!) -logon screen desktop background.

How do I change these two settings ?
