How to change dots to comas in data excel 2000?

I found that option in excel 2003, but I can't in 2000. Is this
possible? Thx for answers.

I don't remember exactly when this options was added, but if you don't see it in Tools>Optional>International, then it isn't
there.
Change your Windows system settings (temporarily) in Control Panel, Date/Time/Regional options
