Is it possible to change the Domain Administrator account password using a
user with domain administration privileges? (The computer is running Windows
2000 Server with active directory)

Sure. Any user in the domain admins group can change the password for any
user in Active Directory Users and Computers. If you enable auditing of
account management in Domain Controller Security Policy you can audit
password changes to domain user accounts. --- Steve
