I use journal heavily - but not for recording phone calls,
for recording time spent on tasks and other details about
them. Each newly-created journal entry defaults to
entrytype "Phone". How can I change this to default to
entrytype "Task"?

You can change the name of that entry, but I don't believe you can change
the fact Outlook uses it as the default for new Journal items.
