Change Default Regional Options

Dear All,
I would like to know how to change default regional options for pc with
windows 2000 pro installed.
I knew that to change regional options by go to control panel> regional
options.
But every new user that use that computer (first logon) always use for
example Italian and we must change to English (United States). This is a
bothering issue though it is not difficult to change regional options.
Therefor I need to know how to change default regional option for (new)
user.

These are at:

HKEY_USERS\.DEFAULT\Control Panel\International

When a user changes them they then go at the same place in HKEY_CURRENT_USER
