change default paragraph spacing (before and after) from auto to 0

Whenever I start a new message in outlook 2003 the default paragraph spacing
is set to 'auto' i.s.o. 'zero' reulting in the wrong format. I then have to
always manually change it..?

However using word this does not happen.
