Change default location where Outlook 2003 looks for PST files

I need to know if there is a way to change where Outlook looks for PST files
(i.e. C:\Documents and Settings\username\Local Settings\Application
Data\Microsoft\Outlook). I'd like to have Outlook look for PST files in
C:\Documents and Settings\mcdonatr\Application Data\Microsoft\Outlook which
will be included in a user's roaming profile. I need to make this a global
change in Outlook so that when my users use different computers at my office
their IMAP folders will follow them (FYI, the ForcePSTPath registry hack has
nothing to do with this issue).
