Currnetly when users select choose form it default to Org fomrs libarary. I
would like to change this to default to a public folder such as Top level >
root > Forms folder. Is this possible??

No, that's not possible. Why not just show users how to access that folder directly so they can use the form published there by looking on the Actions menu?
