How to change content on all pages at same time?

I know there is a way (probably several ways) to design your site so that
parts of it are the same on all pages (or which ever ones you designate) and
when you change it the content changes on all pages at the same time. (CSS,
maybe includes?)

Does anyone have any recommendations as to what method works the "best"? I
am an intermediate FP user so I haven't played with these features much.

If you have FP2003 DWT is probably the best. And you can use CSS in those
also.

Providing you always edit your disk based web and then publish changes.
There are issues with DWTs updating properly on any other server except
Windows 2003 Server with the latest extensions hot fix installed.
Also, the hot fix is "only" for Windows 2003 server.
