I just want to change the color of the formula bar in excel. can this be
done? by formula bar, I mean the cell in which you can type in a formula or
contents of a cell ( it appears on top of the console and has fx written to
its left.)

Try tinkering around with the window settings?

Right-click on any empty point in desktop > select Properties > Appearance
tab

Under Item drop menu > select "Window" > choose Color > Apply > OK
