Change to attaching links to files

Does anyone know how to change the behaviour of Outlook so
that attaching a link to a file within a file structure
results in the following as opposed to an encapsulated
object.

<file://O:/technical/operations.doc>

When Outlook does an attachment now, you have the option
of selecting a shortcut to a file but this puts an object
into the e-mail. With e-mail security enabled, the user
is blocked from launching these types of attachments even
though it is a shortcut to a file system file.... Quite a
pain to have to train everyone to cut and past the path
plus file name and then add <file://........>

Any suggestions welcome.
