I need to change the user administrator name that was first used on the
computer. I have gone to control panel->user accounts and changed it but when
I bring up the Windows Task Manager (ctrl+alt+del) it still shows the old
user name under the users tab and processes tab.

The easiest way to do it is to create a new account and copy the data
to the new account:

Once you are sure data is safe, old account may be safely deleted.
