change access form to a data access page-but no save-as option

I'm trying to convert an access 2000 "form" to a "data access page", but
according to the help directions-the "Save-as" option is not available.
Instead of selecting 'Data Access Page', the only options that appear are
"Form" and "Report". I've created my survey as a form object but not I want
to e-mail it out. If anyone could help, I'd appreciate it.-thanks!
