When trying to format a flash drive at the command prompt this is the
following message I receive:

The procedure entry point CM_Get_Device_Interface_List_ExW could not be
located in the dynamic link library CFGMGR32.dll

Any ideas on what might be the issue here and how to solve it?

Why don't you search your drive/s for that file. The current version has
to be located in the %windir%\System32 folder (version 5.1.2600.2180)
and that version *has* that entry point. Poor driver software (eg.
Hewlett-Packard) installs older versions of that file and these older
versions do *not* have that entry point. If there are copies of that file
around in different directories, rename these files right after Windows
start and reboot.
