CF_HDROP for Drag and drop of 'setup.exe' on Windows2000

Hi

I have implemeneted Drag and Drop functionality.
My observation is CF_HDROP drop does not work with "setup.exe" on
Windows2000 server.

If you drag and drop "setup.exe", the Temporary file gets created but
OS does not copy the file from temp path to the drop target.

Any technical reasons you would know/find on MSDN, please give
details.
