CF card reader

Hi,
I purchased a SAKAR USB CF card reader to transfer photos.
As soon as I plug it in,Windows 2000 shuts down and starts
rebooting over and over. I also tried SAFE MODE with the
same results.
Other USB devices work fine on this PC.
I tried to plug the reader into my other PC (also running
Windows 2000) and it works.

What is wrong?
