The cert has to get checked to make sure it has not been revoked
(because it expired or was voided). The point of the cert is to have
some independent 3rd party validate the identity of the sender. Certs
don't self-identify themselves.

You can edit the registry to bypass the cert check but would you want
to? If this is a business and the customer has decided that they want
to ensure that you know who they are, do you want to start accepting any
e-mails that claim to be from that customer but could be from someone
else? If the customer is sending digitally signed e-mails to your
company, you sure your company didn't ask the customer to do that? If
there is any conflict regarding an e-mail and it would be handy to prove
identity of the sender, the cert gives some info regarding the sender.
If you were asking about getting digitally signed e-mails at home or
otherwise not affiliated with your company or your employer, I'd suggest
disabling the cert lookup - but then you wouldn't be using Exchange at
home, either, and you probably get rare e-mails that are digitally
signed. In a business setting, I'd let Outlook validate the e-mail cert
unless you get some higher up's permission to not bother.
