Certificate Authority 2.0

I am installing OWA with ISA and while trying to add the Server Certificate,
I went to the page to request the certificate and the "Send the request
immediately..." is not available. All the documentation states that I need
to install CA 2.0. I use the Windows 2000 Server CD to install the
Certificate Server and it installs version 1.0. After spending the last hour
searching the WEB, I am hoping someone here can point me in the right
direction.

How do I get Certification Authority 2.0 on Windows 2000? Is this something
that upgraded with one of the Service Packs? Do I need to re-install SP4?
Any help will be greatly appreciated.
