Central Address book management

Hi, We use OE 6 and out ISP hosts our messaging (pop3/smtp). We use WAB to
manage our contacts. Now we are hireling and there a gripes when I
distribute new addresses. I send the updates in a csv file that can be
imported into the users own address book. I'm looking for a more elegant
solution, like a central address book. The problem is, the users still need
to manage their own contacts. We may be upgrading to the latest Outlook soon
(as opposed to OE).

We have many people in remote offices and who travel. It almost seems like a
mail server with access through a Web browser is the best and only solution.

Any ideas?
