I am creating a new web site. I have 2 colums- side by side- the left side
are my navigation buttons, the right side is an image and text. Whenever I
type text in my 2nd column (next to the first) my navigational buttons move
down as I type my text. PLEASE HELP!!! I AM PULLING MY HAIR OUT.

Or imbed a new table into each of your two existing cells. Then the data
format in each of the imbedded tables will be unrelated

Not a solution.
The whole table in the left column will move down the page as the
content table grows.
The left column on the layout table requires the attribute
valign="top"

Why not put your navigation buttons and text in separate layers? You
then have direct control on their width.
