What exactly are you trying to accomplish?

The typical cellphone charges you for the connectivity to the celltower,
not the LD.

The MagicJack device in its current iteration is a hardware and service
combination that mates a traditional telphone's RJ-11 to a broadband
connected computer's USB so that the telephone can use VoIP to connect
with another telephone.

Next, MagicJack wants to be able to use femtocell tech to allow the
cellphone equipped user (rather than traditional telephone RJ-11) to
connect to the broadband connected computer's USB so that the cellphone
can use that broadband VoIP to connect with another telephone without
the cellphone using celltower connectivity and minutes.

Exactly, since you cannot combine the service plan and have phone and
data for one low fee. I thought getting a data plan and using voip for
phone service on that connection.

LD is long distance connection and/or toll fees in the context of
MagicJack discussions.

At the present time you cannot connect a cellphone wireless signal to a
MagicJack.

A year ago the company anticipated doing it, but apparently they are
hung up (so to speak) achieving legitimate access to the wireless freq/s
they want for the femto tech.
