I have a Compaq Presario V2000 laptop that uses the Intel Celeron M
microprocessor and Windows XP home with SP2. Is there any way to read out
the on chip temperature of the Celeron within Windows or with an external
program?

You can check Intel's support site for Intel Desktop Utilities if your motherboard
supports it.
http://www.intel.com/

Another one I've used that you can try is Motherboard Monitor:

Or you can search the web for other ones that are available.
