Under various letters.

For c-cedilla, with an ordinary US keyboard, type Ctr-comma and then
c.

For other letters with cedilla, as are used for Turkish, for example,
go to Insert Symbol > Symbol > Latin Extended-A and find the letter
you want.

If you just want the cedilla sign itself, go to Insert Symbol and
scroll to Combining Diacritical Mark, where you will find it at
Unicode 0327. It will go under whatever letter you type before it.
