Any CD writer is, first of all, a CD-ROM drive. Win2k takes it only as a
CD-ROM drive thus regular CD driver is assigned to it, that is normal: you
don't need any special driver to use a CD-ROM drive.
CD-writer can only be recognized by CD mastering program, either a general
one like the popular Roxio Easy CD Creator or Nero, etc., or the
manufacturer provided specific CD-writing software which become rare and
rare nowadays, many manufacturer bundle ECD or Nero with their writer. These
CD-mastering programs use an installer which handle all driver and software
installation. You can not install it through device manager. If your
CD-Writer does not have any CD-mastering software bundled, you might have to
buy it by yourself to use your drive as a CD-writer.
