CD is very loud -- can I adjust spin rate?

I have a Dell Latitude 131L (laptop) with Windows Vista Ultimate installed.
It has a DVD/CD player/burner. When I insert CDs containing older programs
(in this case, Instant Immersion Spanish) the DVD player makes an obnoxiously
loud noise, and it sounds like the CD could come flying out of there at any
moment.

How can I prevent this problem? I've read citations on MSN Developer Network
to fix it in programming, but nothing for the end user. Please help.

Sorry, this can't be adjusted that I know of unless your computer's BIOS
offers an option to control CDROM/DVDROM speed.

Hi:
Try making a backup (i.e.: make a copy) of one of those problematic CDs in
your same Dell laptop.
See what happens when you place you already backed up CD in the drive.
Maybe there is a misalignment in the laser beams between the one that
recorded the original CD and the one trying to read that CD.
Other than that, if your laptop is brand new then the recommendation of
cleaning the laser lens would not apply.
