CD strange behavior

Does Windows cache the contents of the CD drive? Here is the scenario that
prompts this question:
I was trying to compare two CDs to verify that they were identical using MD5
sums.
I am using Microsofts' fciv tool from the command line and running it
against the CD Drive. When I run this on the first CD it takes about 15
seconds to calculate the MD5 sum of the files.
I change CD and execute fciv using the same command line and the results are
returned almost immediately.
