After I replaced a CD device with a Samsung CD-R/RW SW-252F, it
spins fast for at least a full minute on every system startup.
This is annoying and I'd like to stop that behavior. Any clues
on how?

Don't leave a CD in it when you shut it down.

I was looking for a different solution, since it never was a
problem with other players.
