CD RW will work in safe mode, or if cd is in dive when comp is turned on but not normally

My CD RW drives will work if I start the computer with CD's in the drive. They also work OK if I run in safe mode. Other wise I get "Windows can't read the CD format or the cd is corrupted" (or words to that effect) messag
I saw an earlier post that suggested something in MSCONFIG but I can't find the post
