CD-RW not responding to commands after W2K install

I have installed a clean version of Windows 2000 on newly
formatted HDD and Roxio Easy CD Creator 5.2 Basic. When
using DirectCD to format CD-RW disk error message appears
after 30 mins "Device is not ready. Drive is not
responding to commands". Using new good brand disk at
correct writing speed. Previously formatted disks work
well with drag and drop. Before installation of ECDC
deleted upper and lower filters in Registry. Lower filter
now "Cdr4_2K". Upper "pwd_2k Cdralw2k". Has Windows
reclaimed these? If not, what else may I look at?
