CD-RW DLA formatting

I have been using my cd-rw drive to back up data. the cd filled up today and
I would like to delete some of the files to create some space. When I try to
delete a file I'm told that it is a read only file and I can't delete it.
This happens on all of the files. I tried to format the CD and got the same
response.
I tried using a blank formatted cd and all works well. Any ideas as to what
is going on?

a CDR can only be written to using a disc image or packet writing to
incrementally fill a CD.

a CDRW can be "reformatted" for either use again...

I'm using a CD-RW and UDF packeting.
I should be able to format, I am unable to do it. It comes up saying that
the CD is a read only disc. I have been adding and removing files on this
disc for quite some time. Sure is puzzling why I can't do it now.

My guess is the outside of the cdrw is done. Can't write to it anymore.
That's where the TOC is, the table of where the files on the Cd are
contained.
