When I have my CD-ROM inserted, the icon doesn't appear.
I have an IBM T23 running Windows 2000 Professional sp4.
I recently updated the BIOS and have researched using the
Thinkpad utility. When I plug in the floppy drive, the
icon does appear. The CD-ROM works when it's inserted.

On my T21 all I need to do is slide the eject lever (that in turn reveals
the handle to pull the drive out). Windows figures out what I want to do
and stops the device automatically as soon as I slide the lever.

Do you have a similar "click, then pull" arrangement on the T23?
