CD-ROM is not recognized on restart

Using a Dell Dimension 2400 with Windows XP, I installed a CD-DVD and a
CD-ROM burner. One is set as master the other slave. If I shut down and
restart they are recognized and work fine. If I restart they are not found
on boot-up. Any ideas?
