CD-ROM not recognised in Win2K pro

After downloading Service pack 4 CD ROM is not recognised
with a device manager error code 19 (registry problem). I
have followed steps given in the troubleshooting guide to
no help. Please help.

Have you tried shutdown/physically disconnecting the device, booting
and uninstalling it, then after shutdown/reboot seing if the system
detects it?

So far, I've tried shutdown/disconnect both cd
roms/reboot/ plug in while running AND re-shutdown and
plug in both/check device mngr= ...both cd roms are
there, but after subsequent reboot, one of em disappears.
