CD ROM is not reading DVD movies

my CD ROM is not reading DVD movies i want to watch.
I had WinDVD program on WinXP home edition but took it off because it had
"stop" greyed out with a check mark next to it and play button, (although not
greyed out) would not work. So i replaced it with InterActual Player and
still not working.
