cd-rom doesn't open

My cd-rom tray doesn't open in Windows 2000 Pro.It opens
before windows loads and it also opens in safe mode.I
have tried different cd-roms and I have the same
problem.I have also tried windows 98 and windows xp and
in both cases it worked fine.Any ideas?
